Norway Spruce?

Is there any reason why someone would tip prune the bottom limbs of a Norways spruce and leave long stubs, rather than just making a traditional collar cut? it looks tree butchery but thought to ask before I pass judgement on somones work.

The only time I'd leave stubs on a spruce is when they are holding up green limbs above.

It didnt appear to be holding anything up but imagine that is what they were thinking. It just looked so unattractive for such a nice looking tree.
