Pine is browning and dropping needles quickly

First, i am not quite certain what type of tree this pine is, it is about 6 foot tall. Secondly, it has got browning needles and they are starting to shed quickly. I have attached picture of the tree and the sores it has. It does not look like Beetle Pilings, but I think these sores are indicating what is going on. I don't think I have much time. It thought about Neem oil, to combat any type of disease or Mite it may have, but I don't see anywhere where Neem can be used on Needle Trees, and I don't see any signs of Spyder Mites or anything on the outside.
