Pioneer Farm Saw

I have an old Pioneer Farm Saw that need the starter rewound. I see that it states on the back side of the starter (pulley) to tension 2 1/2 turns. How do you with the rope wound in the white pulley! I just can't seem to get it. Can anyone help?

Thanks! Just trying to get old reliable to run again! Great saw little use, hate to scrap it!
