It is very much a metric world, more so every day, and particularly with regard to scientific and engineering measurement units.
Most power measurements taken today are derived from measuring the output from an electric dynamometer to which the item under test is coupled up to. The measurement is most likely in kilowatts and then converted to HP for we the English speaking minority.
What I would be most curious about is, is the stock muffler and air filter in place during the power measurement.
