Pricing the monetary value of a mature tree

I was told yesterday that there is an individual who is an expert in pricing very mature trees. For instance, if a County plans to cut down a 70 year old tree that belongs to a homeowner who they need to reimburse, there is a way to price that tree for it's age. Does anyone know who the expert is at this pricing? Supposedly, he has written a book and helped price trees that were recently removed in Washington, D.C.
