- That would be an inductor.
- It would retard the spark. (How much would depend on the number of turns and some other variables. Calculating this is left as an exercise for the reader. )
- Changing the spacing between the coils would change the inductance, thus changing the delay. See above re: calculations.

Please note: I didn't say you could change the spark timing enough to do any good in the real world. But the right instruments would show the delay.
