river birch infested

my pet river birch is covered in fuzzy white stuff powdery etc. with tiny winged fly etc on the underside of many leaves ,causing yellowing and extreme leaf curl or shriveling ..excuse my ignorance what should i spray the tree with??? ive used soap so far and it is seeming to help ...the tree became infested very very quickly and has lost 20 % of its leaves .. dark

ok soap is not working im trying oil now ... its tiny flies and eggs
