River Birch too tall?

I planted a River Birch in my yard in Northern Virginia six years ago. It has three branches and has grown to over 20 feet tall. Last month in a thunderstorm the wind blew it over. Two of the three branches are still leaning almost to the ground. I'm inclined to trim off the top but I don't know if I should wait for the winter or how much to cut off. Any suggestions will be appreciated.

The way I see it you have two viable options... Cut the top off and reduce leverage on the stem so it sort of stands up. They grow like wild fire anyway so it will really do know harm if you can find something decent to cut back to..... Secondly, cable them all back together and then prune hard hopefully reducing weight and help maintain better taper and less top weight...
