I drill halfway through the rivet (being careful to stay centered) with a bit that is slightly smaller than the rivet diameter. I put a thick washer under the rivet to support the bar -- the washer hole should be just larger than the head of the rivet that will be driven into the back-up washer. An anvil is ideal, but any heavy, solid chunk of steel will work. Use a punch just smaller than your drilled hole to drive out the rivet. The clinched end will shear off at the fist good hammer blow. When clinching the new rivets, I put a steel backing plate against the rear jaw of the vise and clamp the bar in the vise up close to each rivet in turn. This insures that the joint is closed tightly before the rivet gets clinched. Use a flat punch and clinch with many sharp blows with a lighter ball peen hammer, working your way around each rivet.
