Exactly!!
We use a Kawasaki Mule at work for pulling climbers up into the top of the trees
Question 1) why do you have to pull them up a tree? I have been told many times spurless climbing is faster than with spurs and easier. 2) pulling people up a tree with a machine sounds bad and dangerous, is this even allowed and if so why?

Question 1: Answer: Don't have to, it just makes life easier.
Question 2: Answer: Yes it is allowed, and is faster and safer than free climbing. I guess I should explain.

Shoot your throw bag to desired crotch in top of tree via Sling shot. Next tie your rope on to throw bag line and pull your climbing line through. Next tie a secure bowline to the Mule and "Presto" up you go!

As with all things, common since is employed to make sure that it is always safe to use this method. When it is not safe or applicable, then the next easiest method to scale the tree would be employed.
