Safety Chain Rules? Is there a cut off on "pro saws"

This sucks. Most people that know enough to ask for pro saw chain know what the risks associated with its use are. I have heard that on saws less than 3.7 cubes you must sell it with 3 instead of two anti-kickback features per ANSI standards, but I thought it could be a reduced kickback bar, front handguard and chainbrake instead of chainbrake, reduced kickback bar and low kick chain...

Has the standard changed? It used to be 2 features for saws under 3.8 ci and one for saws over that size.
 
I was understanding one on a saw this size, two on the smaller saws and going with the chainbrake, low kickback chain and the secondary chain brake on some little Stihls at the trigger were just gravy.

what makes sakty chain safer?... whats the skip and drag all about? and what is the chisel chain..... I wonder what my standard Oragon chains are?
