Any help w/ this is appreciated. It was installed early this summer w/ topsoil & has gotten plenty of water (deep watering twice/weekly). It was planted in the front bed where it gets a bright/hot afternoon sun. Would 3 or 4 deep waterings/week help or is it destined to look like this unless it's transplanted?

That looks like it could be leaf scorching from watering the tree while the sun is beating down on it. Maybe use a soaker hose on it instead of something that sprays the foliage, or water when the sun isn't up.
 
Looks a little different than we see here. One problem I often see is too much watering. Often heavier soil that won't allow the roots to breath seems to be worse than under-watering.

What sort of soil is it planted in?

Was the soil amended in any way?

What if anything was growing there before?

There was no watering on the leaves. Could be the soil, it's a new development, mainly red clay, but 40 lbs. of topsoil was put in when the tree was planted. Nothing was there before, it's just a flower garden, 3 years old (new development). So you think I should have a soil test done, then post the results?
