Looking closely at the tree, it appears the newer leaves don't have the same damage. While I can't tell 100%, you might just be looking at some old frost damage (frost from many weeks ago). In any case, I wouldn't bother with any spraying.
Spraying now is like "closing the barn door after the horse got out". It has a VERY short (but intense) infection period. Chemical control is marginal at best. The good news is that while it is "ugly" all new growth will be unaffected and it does NOT kill the tree.
