splitter engine tuning problem

I have a swisher 28T with a b & s 9 hp engine. Filter is clean, spark plug is good. It has only one ajustment and it it is limited. It lean surges unless I choke slightly. I have been using like this for a couple of years but is very annoying. Should I break the limiter and try to richen it up a little? My garden tiller is the same way. Need a easy fix for both.
 
Sounds like a carb adjustment/rebuild issue. Try posting this up in the firewood/heating forum. Folks may know more about this particular model of splitter/engine.
 
might be that your intake gasket is letting air in, that would account for having to have it choked a bit all the time.
As these things sit a lot you might take it apart and soak it in solvent for a while to get the shelac out of it. It can reduce the orifaces that the gas needs to go through.
