I am currently working part time for a small independent tree serivice.
I have free run with the company as far as bringing ideas to help the company grow into what every professional Tree service should be and I want to start a saftey program that helps teach some of our lees to no experience crew members and refresh our experienced crew members.

So I guess my question is where is a good place to look for litature that I can use to get everyone on the same page as far as a saftey program goes?

not sure what you mean by a "safety program",
but if your looking for instructional content, jerry beraneks "working climber" series are packed full of good information.
and he climbs very safe, always ties in twice, **** like that. so he's a good role model to the tree world

I'll check into it. I'm mostly looking for something that I can work with our ground crew on I could sit down with a Afsme and osha book and break everything down for the crew in a way they could understand but I also work as an Ironworker at night and don't have the time for that. So basically I am looking for a program to buy or plagiarize
