Stihl 021 - Start Assist Throttle Lock... Does this saw have it?

I just got an 021 running for a friend and am used to Stihl starting as follows:
1. Choke (squeeze full throttle and flip red start/off thumb switch all the way down)
2. Pull until it fires
3. Flip up the thumb switch which puts it to half choke. Let it rev for a second (auto locked to mid throttle)
4. Rev the throttle to get it to kick down to idle
5. Cut wood

This is how I start my 026 and I think MS250. But this little 021 I just fixed doesn't seem to have the mid throttle lock feature for cold startup. Or maybe it does but something isn't right. Does the 021 have this? I'm having to start it on idle speed which is difficult when cold starting.

There should be a piece molded in to the control lever that tilts back and hits the throttle linkage to make it high idle. Make sure it is not broken, or the throttle linkage bent so that it does not push against it. You can get them out of place when you snap the control lever in.. IE on the wrong side of it.
