Where does the carb washer go? Between the intake boot and the body of the saw or in front of the intake boot.

I presume you mean that thing. It goes in front of the intake boot, so it doesn't collapse and restrict air flow.

No, I know that goes inside the boot but the diagram shows another piece of metal it calls a "washer" and I forgot to take a picture of it's placement when I tore the saw down. I have another 028 that never had this washer so the carb seals right on the boot. I ordered one and finally got it but don't know if it goes in front of the boot or between the boot and where it comes in from the cylinder. The diagram really doesn't show it to well.

Plastic uses it between the carb and boot/tank sealing, placed around the mounting studs. Metal tank does not use it.
