Stihl 038 Magnum starting problems

Hi I have a 038 magnum that takes about 10 pulls to start
for the first time then it needs choke to start but start 2nd pull
It has
170psi compression
Good bore piston
Pressure tested ok
New inlet manifold
New fuel pick up pipe and filter
Carb stripped cleaned
Air gap correct
Idles & revs like It should
My question is do 038’s need a few pulls to start from cold

They always took extra pulls because of choke/air filter combo
but I would replace air filter assembly with a new OEM original-not after market and they usually start better
