Well, the carb mount block was extremely loose. Tightened it but did not change gasket. Spark plug was extremely loose so I tightened it. Replaced the fuel filter, fuel line, impulse line, and rebuilt the carb and still won't start unless pouring fuel down the carb. The impulse line is completely dry when I remove it from the carb which makes me think that the problem is still with the carb. What am I missing?

I rebuilt the carb with a Tillotson RK-23-HS repair kit but I must have done something wrong. The kit came with two shiny silver rounded parts but I have no idea where they go. I made sure the diaphragm was properly connected to the needle and blew the carb with compressed air before starting but it seems to be no better than when I started.
