So i got this diaphragm, appears to be correct one. Set the new metering lever to flush with the body. Problem is worse now than with the other diaphragm. Loads up with fuel, wondering if the secondary jet for the high is leaking excessive fuel? Took the exhaust off to check and make sure it was clear, it was clear and spark arrestor in good shape and clean. Fuel mixture screws set to 1 turn for Low and 1 1/4 turn for High. All the times i've had it running were with the filter removed, not sure that'd cause and issue of it loading up with fuel and quitting...not sure where to go with settings on the carb or possibly lever isn't set to the correct height?

Another update, through some testing i found the Metering-Nozzle valve to be faulty and causing an excess amount of fuel to leak into the venturi which is what was causing it to flood, i've ordered a Carburetor from fleabay and we shall see how it goes when i get it. Once again thanks for all the help.

So after much testing, determined the brass valve for High nozzle is no more good so ordered a new carb and ignition module, replaced both and did some adjustments/tuning and it runs like a top now. Will still run a 40:1 mix to help to keep it running a little cooler.
