I have an 066 Mag that I do some milling with and lately have been concerned with the Max RPM's and carb settings. The manual says on the high setting 3/4 of a turn and I have mine set a 1 turn. 1.) Is 3/4 of a turn a more than safe setting? The last thing I want to do is damage my powerhead by running lean. 2.) Am I losing much power and RMP's by setting the high screw at 1 or 1 1/4? Please let me know.

Those are only guidelines to start from. You need to set for best idle and then set hi side so it smooths out under load. Dennis or some others can fill you in nicely about that. Err on the rich side if you must, but a bluber out of the cut and smooth power in the cut gives best performance and longevity. Also a nice description on the Madsen's website
