Stump grinder that will go 21" below ground

what would be a good used stump grinder under 30k that will go about 20"-22" below ground level? I am doing stump that require to remove the stump for new trees to be planted in same spot.

None that I know of. You will have to grind, then move the chips, then grind again, then move the chips, and then grind again to get to that depth.

My machines have grading blades on them. If you want to grind deep you can with most any machine. Grind the approach area to the stump and push the soil out of the way with the blade putting your wheels below grade. Repeat to grind deep as you want.

Vermeer track units, SC505, 50TX, 60TX will grind 20" deep. I punch holes all the time for my Landscapers.

I use the Vemeer Sc60TX as well. If I have to go real deep I just put a 4X4 post under the back of the track which allows me to go real deep.

My sc 602 will grind the stump completely out if I want it to!
