My guess: Because the cutouts reduce the reduce the resistance to bending (both springiness and permanent deformation) in the horizontal plane, and the potential for bending is greatest near the bar mount. The Tsumura seems to deal with that by having smaller, staggered holes. The effect of the cutouts on bending in the vertical is negligible.If you look at the white ovals that are basically epoxy filled on the 36in bar, is there a reason why they don't continue them down the bar further to reduce more weight. My new bar is no doubt lighter than a regular version but in no way it is light in my opinion.
