Tamper proof carb?

Have a 046. One of the last ones before they switched to the ms460. The high and low adjustment screws seem to be not accessable due to red blocks or plugs. why is this? stihltech any answers? Thanks
 
THose are jsut limiter caps that limit how rich you can set the carb. It is so the saw meets EPA emissions requirments. THose caps can be removed if you need to adjust the saw...........(but they need to be replaced when you are done adjusting it ;) )
 
Just call me ignorant, but why do you need to put back in the limiter caps?
 
I left the caps on and cut the tabs that limit the motion. I just used a box cutter knife. Worked on one of my saws no problem.
 
Are the caps pushed down into a recess? The BR-400 has a carb like this and to repmove the limiter caps you have to turn them fully to the left then they'll pull out. There is a special Stihl tool for this but it's nothing more than a screwdriver handle with a left hand machine screw for a tip. You can srew a small machine screw into the cap then turn it to the left and pull it out with pliers.
