Tree Service Marketing Pros---Scam or Actual Good Deal?

This outfit sent me an e-mail asking me to partner with them. They charge $23/lead. They say that they set up a web site for your company, but when I checked the companies they supposedly rep for, things looked real fishy. All of the sites look basically the same and the actual company names are buried. Let me know what you guys have heard, if anything. I have never signed up with any of these firms, so I cannot really be sure how it all works. I am pretty confident however, that they will take whatever leads they generate and they will sell it to as many tree services as they can.
