Drill holes into the stump, fill with urea. It really will accelerate decay. Cheap, too.

Or save the $10 you spend on chemicals and the hour you spent drilling holes in the stump and just pay someone $50 to grind it out. In ten years, when the stump is still rotting (whether from the chemicals or just from time), you'll still need to hire someone to chop or grind it out and clean it up.

Easier to just bit the bullet and do it now. It'll save you ten years of mowing around the thing.
 
$10 will buy almost 50 lbs of urea; way more than you would need for a stump. 5 years is a more probable time frame if drilled and fertilized well.

Nobody ever wants to pay for stump grinding when they inquire about rotting the stumps, so I don't generally suggest that. They might be looking at a 6' stump that would cost $250.00, too.
