Triming a white oak

There is a huge burl on a white oak a friend has and wants me to cut it off so I can turn a nice bowl for him. When is it safe to cut this off and not hurt the tree or expose it to oak wilt. I am in Minnesota
 
It's safe to cut it off when the tree is dead.

Oak is hard wood to turn anyway. Maple much better. Ask tree guys for bumpy logs; plenty of raw material out there without wounding a living tree that much. the hole would never close and likely rot out the whole trunk.
