value of municipality-owned brush bandit 280?

I'm trying to help a municipal forester figure out what the private sale vs dealer trade-in value is of this chipper. Any input is appreciated.

Forgot to give my 2 cents: I figured around $22-25k private sale and $15-18k trade. Any thoughts?
