vermeer 252 cutter wheel

Hello guys,i own a 252.The problem i am having is the cutter wheel always spins.
When i flip the switch it wont disengage,the wheel just keeps spining. Also when you try to turn wheel by hand it is almost impossible.
Thanks for any input or ideas.

Sounds like your belts are to tight...
