What is this?

Does anyone know what this tool is? I know this is not directly forum related but I thought one of you guys might know. Its a mystery to me so far.( I think its RR related) THANKS

You are correct on being R&R related. It is missing its handle, the wood handle would have gone in to the bell end on the left. It was used for moving and aligning the track . I have seen one similar to it in a locale railroad museum.
