I have a '98 whisper chipper with the 300-6 motor and noticed that it takes longer for the blades to get up to full speed when engaged and do slug down for a bit after a bigger log goes through the motor. I can't smell any rubber from the belts or clutch or anything.
the drive belts appear to be tight when I checked it too.
Would the clutch be causing it or the belts just slipping a tad bit?

Your clutch could be worn but check the belts first. If they are not glassed and are tight enough (not over tight mind you) then it probably is the clutch. If its not coming back up to speed quickly after running large stuff through then the problem might be with your governor.
