I did a valve job on both valves and the unit will not run. Didn't run before. It has plenty of Blue Spark, It has has plenty of compression but it pops when trying to start.

Any suggestions ?

I am not a Wisconsin expert, but basics would point to an open valve when ignition occurs. This sounds like a cam timiming or ignition timing issue. With the piston on top dead center check and see if both valves are closed. Also check to see if ignition is occuring just prior to top dead center.
 
A couple things ya might wanna check. It probably has the wico,fairbanks or eisemann type mag on it. Check the mag timing thru the plug port on the engine casting directly opisite the mag. It will be a large slotted plug.

The mag timing marks should align at TDC on mag gear and cam gear.
I dont know if you had the crank out or not , but if you did pull the PTO bearing plate to inspect that the mark on the cam aligns with the crank gear.

When the mag is properly timed, the impulse coupling will snap when the PTO keyway on crankshaft is up.

If timing is ok check carb settings. All three carb manufactures are the same setting. HIGH NEEDLE 3/4-1 1/4

Valve clearance cold is .011--.013 for both valves.

It sounds to me like a timing problem.

Butch, remove the mag timing inspection screw/plug, remove the sparkplug and rotate the engine to TDC. Have a looksee inside the inspection hole, there should be two X's. One on the mag gear, the other on the cam gear. These should index when the engine is at TDC.

If not, the mag is out of time.
 
Skid, on the TDC, does it have to be at the end of the Compression Stroke ? And the key hole you are talking about is this close to the Coil Cover on one side of the Flywheel ?

Engine TDC is the 1" PTO crankshaft keyway is at 12 o'clock position, this is when the impulse of the mag snaps at about 28* BTDC. The inspection port opening is behind the large slotted screw/plug just to the left of the flywheel on the block. Or directely oppisite the magneto. This is where to look to check mag timing.
 
There are two valves. The top of one is slotted on the top like for a screw driver and the other is plain. Is the Slotted One for Intake or Exhaust ?

There is no reading on neither valve.

Butch, the inspection hole is on the left side of the front of the engine. Front side looking at the engine ID tag.

I think you might be looking in the square opening where the valve springs are.
 
The screw/plug right next to the flywheel upon taking out and at TDC, both crosses line up. But on another note, one valve ( top ) has a screw driver slot ( i put this one on the Intake Side ) on it and the other does not. The valves are lapped up and the clearance is according to spec. ( 11 - 13 ) on each. Is it possible that the Valve Seats need resurfacing/grinding ? Engine only pops and will not start.

Since there is a little play on the Piston, where can one get a Overhaul Kit : rings/gaskets etc. . . Are there any such parts available ?
 
It's not a bother, I learn tons of stuff on this site everyday. Alot of knowledge out there.
Well it sounds like the mag is timed correctely. As for the valve seats needing cut, I doubt it. How did it look when you lapped them.

I get alot of my wisconsin parts on ebay. There are still dealers out there, but the parts are quite expensive. Thw slot on top of the valve is for lapping with a screwdriver.
Is there fresh fuel in the tank? Which carb do you have on it? It might be time for a good carb cleaning and rebuild.

I also get parts from a local dealer in my area, check your yellow pages for one closer to you.
