When trying the choke switch make sure the air filter is installed

Bing carbs are the one for mag lls try carb tech for rebuild kits

The choke issue may be the throttle return spring in the handle.
Try pulling the top off the handle and make sure the end of the spring is sitting in the pocket of the throttle lever then carefully replace it and hopefully that will solve your problem. This has happened to my saw before.

Both my 038 mag and 038 mag II use bing carbs. I am hesitant to swap to a tillotson carb for fear it wont perform as well as it does now.
