Those saw engines are so small it can be difficult to get a real reading, even with a tester that has the valve in the tip. My small saws always seem to read a little lower than they are really running. The best way is to pul and pull and pull that starter until it just won't climb. That gets you closer, but with some I believe it is still off by a good 10-20 psi.
