I have a customer with some arborvitae's and a few of them aredying (pictures attached) it seems that it must be chemical uptake. I asked them if they use caseron in there gardens and they do but some are dying that arent anywhere near where they use caseron. it is about every 15 feet one is dying and it is dying from the bottom up. they said that they had mites really bad a few years back but, for the most part they are healthy.

wooly adelgid. It would help more to get a view of whats left of the green instead of the dead...

maybe you didnt scroll down on the pdf to view the rest of the pictures. I found mites or aphid on them but they are only dying in areas
 
Who planted them? Dig down a little by the root collar and see if the landscapers even bothered to cut the twine. I just replaced a hawthorn that was girdled by the twine. As a rule of thumb, if the damage to the tree is even throughout the tree, generally its abiotic. If the damage is random throughout, the cause is biotic.
