Bark falling off base of tulip tree

Missing bark on the base of my tulip tree in NJ. There is also alot of loose bark that is lifted up, should I remove it?
I assume its some type of fungus disease since there is white stuff underneath the bark. Maybe the experts here can confirm that and suggest some treatment for the tree. Hopefully it is a minor problem and dont need to be cut down.

By looking at your pics I think you are all set, nothing looks alarming to me. Old bark will exfoliate and the fungus doesn't appear to be pathogenic, you should be GTG.
 
Thanks.. this is good news and one less tree to worry about.

Will the bark grow back?
 
Is this a high risk or low risk co dominant tree since the crotch is almost to the ground?
