They have regional distributors, they have their own pricing, decide what models, products, etc. that they will sell. They make the decisions on warranty. Not sure how they do the spring orders these days, I imagine the pallets are put together at the factory, and shipped directly to the dealers, that may be why one dealer has plenty, and others have none. The one that made the big spring/fall orders may have got them all.
I think with the virus shut down halted production and and dealers were still selling. All 5 of my dealers in my surrounding areas were selling during shut down. I imagine it was like that every where else. One dealer told me 9 500I, 3 881 and so on, on backorder. Even so parts are also hard to get hands on. If every thing I go in for has to be ordered, may as well just order from the regional distributor. The regional distribution center also sells the products at their locations like the one in loveland, ohio. I haven't tried it yet for parts. I know they wont ship units. I would get back on here if I do give it a try.
 
I know others have had good luck, but I'm 0 for 3 attempts on carbs and rebuild kits from China. OEM only for me, from now on. I would go through quite a lot of trouble locating OEM carbs and parts before I'd try to make a China POS work.

I did get a fuel tank and recoil assembly for a Honda GX140 that's been good so far.

I feel your pain man, 0 for 3 attempts, buying and waiting for it to get to you for and then find it's no good!! Men like us got a busy schedule and take pride for what we doo. I had an experience yesterday trying to buy a tachometer, returned it and decided I'm I'm going to the stihl dealer and and get the real deal. I'll spend the money if it's fair and know if it will work.

How can we get the stihl tools? I have looked and dealers wont sell those special tools.

For example, you go out and buy an FS 131, a new one, runs great for year and a half and starts running funky, just low on rpm. The first thing you do is adjust the carb!! Well nein, nein, nein nein!!! The germans say!! No flat head screw driver on this one! The tool is not allowed to be sold to customers. Theirs got to be away around the bush. People are taking the trimmers in and getting charged off the ass for servicing carb adjustments but will find anything else that is wrong. You can get the tools if you work for a dealership and getting a stihl certification. Then ya gets the tools, which is gold to the stihl fans.

All you get is a squench and a hex screw driver, for chainsaws, a flathead if it's the option, usually comes with the manual.
 
I bought a Chinese carb adjustment tool kit for that four stroke chainsaw. Came with 10 or 15 different screwdrivers. That, at least, worked just fine.
I'll take your word on that, but what chainsaw do you have that you cant ""adjust""?

I been getting carb kits for the ms 180 and 250 in a hard plastic box and used i believe several now with 0 problems. Got a couple carbs, don't think i used 1 yet. Stihl dealer wanted near $20 for the kits.
No success with China fuel lines.
Tank handle for a ms460 had a chinsey master control cam and switch inadequately installed on the tank handle. Had to use the cam - switch and screw from the original for the choke,and on off switch to work.
 
Not sure what you're asking. Other than fixed jet carbs, it's quite common for the adjustment screws to have a weird drive pattern. D shaped, double flats, various splines, etc.
I thought you were talking about a stihl chainsaw. My bad
