Best time to plant trees - fall or spring?

A willow of some kind seems to fit my needs. Question is, will planting it in the fall give it a jump start on its growing or is spring planting better?

There are valid arguments both ways. Fall planting generally does give a head start since root development continues through the winter (assuming unfrozen soil). The only advantage(s) spring has is that you may miss a late frost which may damage tender buds/new shoots. And psychologically most people will have their new plant more at the forefront of there thoughts in spring and thus remember to water it.
