Yeah, that's what makes sense for it to be. I can't think of any other "thing" that should be altered for start-up but not running besides fuel:air mix, but the manual choke takes care of that, or perhaps an ignition retarding device, but I'm not thinking this vintage saw would have that...
 
My P40 doesn't have a compression release valve. Its strange because I think the Farmsaw does, and its basically the same saw. The starter cover has the fitting for the lever mechanism for the "easy-arc" type engagement, but that's it.... no valve on the cylinder.
