Clearance, not appearance

When I worked the transmission lines for con ed, they always said "clearance, not appearance" Nobody wants another huge blackout again. We did whatever was necessary to meet spec. That would include measuring the property lines and getting permission to cut any privately owned trees, even if it meant paying out cash or free services to the homeowners!
