The machine is new to me. The cutter wheel has visible play. I am thinking that I should replace the jack shaft bearings as well. I am looking for a good video or any advice on how to tackle this. Thank you.

Does Vermeer publish a shop manual? It would be worth buying one for a job of this size. If not, can you get a dealer to print out exploded parts diagrams? Those would help too.

I always say, "When all else fails, read the instructions".

I can give them a ring and see if there is a shop manual. They provide free access to parts and maintenance manuals, but the maint. manual does not cover this.

Maybe they are good, the Cutter wheel bearings take a lot of abuse. I had one of those machines and it ate bearings on the regular. The hard part is getting them stupid pulleys in perfect alignment, after taking everything apart it would take me a half day to get it perfect. You are in for some trouble there. Mark everything first and measure. You might have to cut the bearings off with an abrasive wheel. MAKE SURE YOU MARK ALL THE PLACES WHERE EVERYTHING GOES FIRST! Look at that Poly Belt that drives it too, they break and wear out. If you have questions about taking it apart, post some clear pics and I can tell you what to do.
