Well, if they just run a sprinkler head out to it, they will be set 
Looked at a site today with parking lot islands. Decent size islands, but all shrubs, no trees for shade. Some of them have nothing growing - just river rock...but they are still sprinkled.

There is a bubbler already there, I'm thinking they should replace it for a PGP with a full nozzle pointed straight at the trunk.
That has to be photo-shopped, a tree in a parking lot island with no volcano mulch. 
good point...but may be that can be explained in that the are no edgings to pile up and cover with the mulch?
