You can't tune a stock 180 carb. That's why some replace them as already mentioned. The RPMs you're seeing is entirely normal, even though it's lean IMHO. That's just how they run. I've actually heard of them running over 15K stock.

so brad, how would one replace stock carb? and the way mine are now I dont have to worry right? And what is running lean mean?
 
Running lean = fuel starvation, excess heat= possibility of piston seizure
