Eucalyptus Disease?

It's got this weird stain at the bottom of the trunk (the lady says it has been there for years) and the canopy is unhealthy. The pictures were taken with my cell phone but hopefully you guys can see it well enough to give me a prognosis? I am assuming it should be removed...

Definitely a removal, considering it was topped 10-15 years ago, and it's obviously dying from something. I've seen citriodoras die back that way in close proximity to freeways and airport runways.

It may be recovering from a lerp psyllid infestation as well since they were rampant in SoCal about 5-6 years ago. This is most likely the case with your tree in my opinion.

I doubt the stain is related to the dieback, but it would be worth checking the stump's cambial ring when you remove it for signs of any fungal pathology, perhaps phytopthera, but I doubt it.

I would remove it to relieve myself of liability. Depending on the targets. I have seen them struggle to come back, but I dont like the the looks of the base with no flare.
