Definitely a removal, considering it was topped 10-15 years ago, and it's obviously dying from something. I've seen citriodoras die back that way in close proximity to freeways and airport runways.

It may be recovering from a lerp psyllid infestation as well since they were rampant in SoCal about 5-6 years ago. This is most likely the case with your tree in my opinion.

I doubt the stain is related to the dieback, but it would be worth checking the stump's cambial ring when you remove it for signs of any fungal pathology, perhaps phytopthera, but I doubt it.
