Our state has put timber up for sale in state parks where laminated root rot is a problem. I'm sure they are also taking out the usual hazard trees--dead tops, leaners, etc. This yahoo has posted his outrage on another site, saying that he has walked the areas looking at stumps, not seen the stains so therefore it is a money grab by the state.
I would suspect they are also taking out trees that are within 50 feet of infected trees--a common practice.
