The outriggers are kinda forward of the lift, all the way to the house. Kinda needed weight on opposite end, prolly wouldn't want more length for leveraged counterbalance to load to maintanin easy transportation to job?

Then weakest link at that lean of boom would be boom arm itself, assuming cable etc. links strength okay. At some point you stabilize the anchoring of truck, the boom crumples and folds under the leveraged load of boom lean angle x weight!! A swing crane built on site that does that, is a reaaaaaaaaal baaaaaaad day!

I dont see that anything collapsed on the boom. Also outriggers dont appear to have been down. My guess is that the operator was limited in swing so had to put the boom out and walk in outriggers up and when he touched the brakes to stop he transferred enough weight to tilt over.
