Update! Changed out lever,needle,spring. Pulled flywheel and key is not sheared. Still same condition. Loads up on idle even down to 1/2 turn on low.

Seems like that carb isn't working. Something is clogged somewhere.

Seems to be. I’m going to pick up a new kit and give it another cleaning including under the Welch plug and see what happens.

Pull everything apart and stick the carb in the ultrasonic. See if that clears it out. Sometimes you can revive carbs that are clogged.

All good now. New spring and deep clean.
