help changing fuel filter on ASV skid steer

This is a little cat engine, actually perkins/cat...

The fuels filter has a metal plate on the bottom.. filter comes with 2 inner and 2 outer gaskets for top and bottom... I've never changed one like that... any suggestions.. I tried putting a filter wrench on it, but didn't want to get too mean with it... Seems like it should be a simple change.. I also hope I don't have to bleed the system... any suggestions or advice?

Is it a push on with a twist lock? Float bowl on bottom? Just changed the fuel filters on a the hurricane at work (has perkins motor). You undo a plastic locking ring, then twist the filter and pull down to get it off. The plastic locking rings tend to swell and can be a bear to undo.
