Hemlock Wooly Aphid Treatment

You all have been so helpful on my previous question on green giants, hoping you can help me out here with my mature hemlocks.

Just want to confirm that this is hemlock wooly aphid? If so, what is the best way to treat it at this time of year? In the Northeast, zone 6b/7a.

If not, what is it, and how do I treat it?
