Just an update, in case anyone cares. I put a new fuel filter in, rechecked the carb stack, and put in all new screws for the carb. Put it back together and no change. So I resorted to ignoring the suggested settings and cranked open
the H screw. It helped, it seemed to idle a little timidly and would rev up when I gave it gas. Only tried it for a little bit, but when it would come down from high rpms it would slowly rev down and shut off. Which makes me think the I screw needs to be opened a little more.
